Tan was born on July 17, 1934, in Amoy (now Xiamen), Fujian,People's Republic of China. His parents moved to the Philippines when he was a child. He is married with 6 children including the politician daughter Vivian Tan. He attended Chiang Kai Shek College for high school and studied chemical engineering at Far Eastern University in Manila.
