In the year 2011, the world is not a very nice place. Terrorist threats are more frequent, radicals are emerging all over the world, and nuclear war could start at any moment. Xander Sarsen, Frank Melhaff, Kyle Russell, and Conner Green are part of the HRT, Hostage Rescue Team, an FBI Counter Terrorist squad. They deal with all the murders, terrorist, and psychos in the world for the US government. To replicate their success FBI Director Melvin Freeze divides the team into four separate units. All end in failure. After an astronaut dies on the moon, with no one else around, Xander and his rookie team must investigate the secret killer who Never Touched his victims.
