In 1890 at the age of 26, Edward Campbell Mason (1864-1937) published The Veto Power, chosen as the first paper in the Harvard Historical Monograph series, edited by Albert Bushnell Hart (1854-1943), one of the first generation of professionally trained historians in the United States.
