Whenever the roll of the states is called, Wisconsin is always second from last, but there is never any question about its right to be on the list. It has been there since 1848 and getting there wasn't easy. For a while it looked as though the Badger State might be compromised out of existence by neighbors chipping away at its boundaries before it had a chance to be born.
