The Exalter says he is god. Under his rule he promises to end violence and solve all economic turmoil. Those unwilling to accept the Exalter as their new leader and worship him as god in human form are forced to slave away in labor villages, working for what little food they can gather and even lower wages. Under the Exalter's rule these unfortunate men and women are known simply as Derogates. In this tumultuous transition, Nicolai takes on the job of overseeing the Derogates.
