James Hooper & Co. for a change in the existing practice at your port, which requires the filing of a bond for the landing abroad of non-dutiable merchandise arriving in transit for foreign ports and not unladen from the importing vessel. You state that it has always been customary at your port to exact a bond on the exportation of non-dutiable goods imported as aforesaid.
