Sec 7. It shall be the duty of the owners or managers of steam boilers mentioned in this act to allow said inspectors free access to the same, and it is hereby made the duty of engineers operating the same to assist the inspectors in their examinations and to point out any defects they may know in the boilers or machinery in their charge.
