He employs a chemist, or ought to, whose business it is to analyze the claimed circulation of a publication and determine the exact amount of water in it. It has taken him a good many years to learn to do so, but he is at last getting around to that point. Religion had no effect upon the circulation liar. It was easy to make peace with his conscience. Laws could not reach him, for he was smoother than the lawyers. Sermons did not reach him, for he was too busy dipping up fluid to pour into his list.
