Localities do not have separate governments, but are under that of their municipality. Urban localities, however, are what most people define as city since most municipalities in Mexico, like most counties in the United States, consist primarily of large rural areas in addition to relatively small amounts of urban land where the largest proportion of the population usually lives. Note that both Veracruz and Naucalpan cross municipal lines (are each located in two different municipalities). Note also that Mexico City contains all of the Distrito Federal's area, including rural areas with relatively minor populations. The Distrito Federal's population is classified (by localities within its boroughs) as 8,810,393 urban (99.54%) and 40,687 rural (0.46%).
