The Disabled Veterans' Life Memorial Foundation, Inc., a 501 (c)(3) nonprofit organization, was created in 1998 to raise an estimated $85 million in private funds needed to design, build and permanently maintain the American Disabled For Life Memorial. The Foundation subscribes to the Donor Bill of Rights, and is a registered charitable organization in all states and jurisdictions that require it. Public Law 106-348, signed by U.S. President Bill Clinton in 2000, authorized the building of the Memorial. The foundation was founded by philanthropist Lois Pope; Arthur Wilson, General National Adjutant of Disabled American Veterans; and Jesse Brown, former Secretary of Veterans’ Affairs; and was sponsored in Congress by Senator John McCain (AZ), former Senator Max Cleland (GA), and Representatives Sam Jonson (TX) and John Murtha (PA).
