It is recognized by urban development analysts as one of the largest and most diversified community development organizations in the United States. NCC followed in the footsteps of the community action component of the war on poverty from the early 1960s, which emphasized community organizing, provision of a variety of community-enhancing services, and resident participation in agency operation.
