Norbert originated as a tropical wave, developed into a tropical depression on October 3, and into a tropical storm the next day. Norbert ultimately rapidly intensified to a major hurricane—Category 3 or higher on the Saffir-Simpson Hurricane Scale—on October 8. It continued to strengthen into a Category 4 hurricane before weakening making landfall in Baja California Sur as a Category 2 hurricane on October 11. Norbert then crossed into the Gulf of California and hit Sonora as a Category 1 hurricane. Norbert dissipated on the morning of October 12.
