O'Neil (born October 16, 1934) is a specialist in constitutional law and a past president of the University of Virginia who created the Thomas Jefferson Center for the Protection of Free Expression. He is the director of this center and took this position in 1990 after retiring from serving as the president of the University of Virginia.
