The purpose of this study was to report on the specific problems, success factors and barriersexperienced by the regions and local & regional authorities in the area of research policy andtheir integration into the economic and innovation structures of the regions.The study was carried out during a period of uncertainty as regards the EU budget for theprogramming period 2007-2013. The main message of the study is that European regions, particularly those comprised in thecohesion strand of the Structural Funds, would potentially take better advantage of the 7th Framework Programme for Research & Technological Development and Demonstration (FP7),as they would be able to more efficiently link FP7, the Competitiveness andInnovation Framework Programme (CIP) and the Structural Funds (SF), by using regionallearning as the driver to fostering their structural capacity in R&D and innovation.
