Relations between communes, towns, states and countries are products of human quest to satisfy the needs for subsistence and good life. This, which has always been selfishly pursued, defines/ characterises and explains all aspect of inter- state relations. With the emergence of over 170 independent countries with different historical experiences and characters, such selfish interests have been concealed under trade policies and negotiations through GATT/WTO regime.
